Concept of Creation and Main Trends Organization of the All-Ukrainian Bakers' Association Activities


Creation of the AUBA, as an associative body, is based on the principles of securing protection of baking branch's interests at All-Ukrainian and regional levels, rendering of services of the AUBA members on the proposed trends and with taking into consideration wishes of the AUBA member-enterprises.
In this connection the following main trends of activities have been determined:

  1. Singling out the issues of baking industry's activities into a separate law section.

    The necessary measures to be taken:

    • Attraction of specialists of interested enterprises to development of the Law of Ukraine "On Bread and Bakery Foods";
    • Arrangement of measures, which are necessary for the Verkhovna Rada of Ukraine to adopt the aforementioned Law;
    • Initiating compliance of the normative-legal acts with requirements of the Law.


    Anticipated results: <;BR>
    • Establishment of higher requirements to bakery foods production;
    • Securing the necessary quality of bakery foods;
    • Raising the level of health protection and consumers' safety.


  2. Initiating Establishment of Technical Standardization Committee.

    The necessary measures to be taken:

    • Preparation of proposals and arrangement of measures with the aim of making a decision on establishment of the Technical Committee;
    • Working out the Technical Committee's "Bakery Foods and Macaroni Products" Regulations and get them approved.


    The expected results:

    • Carrying out the State Program on National Standards development;
    • Raising the quality and safety of bakery foods and macaroni products.


  3. Creation of Special AUBA Tasting Commission on development of products and arrangement of their production.

    The necessary measures to be taken:

    • Preparation of Draft Provisions on the Commission;
    • Arrangement of measures on adjustment and approval of the Provisions.


    Anticipated results:

    • This Commission's carrying out the functions of the Acceptance Commission for new types of products to be put on production;
    • Carrying out the organoleptic evaluation of the quality of bakery foods, confectionary and macaroni products, being produced at the moment.


  4. Implementation of Joint Programs for "Derzhpotrebstandart" ("State Consumption Standards"), the AUBA and "Consumers Union of Ukraine".

    The necessary measures to be taken:
    Signing of Memorandum by the "Derzhpotrebstandart", the AUBA and the "Consumers Union of Ukraine";

    • Ñoverage of this event in mass media;
    • Signing of bipartite agreements on joint activities;
    • Establishment of joint "Derzhpotrebstandart" and the AUBA regional laboratories, as well as a non-mobile laboratory;
    • Approval of unified provisions of producers' insurance for quality of products against consumers;
    • Staging a cycle of seminars on "National Standardization of Ukraine".


    Anticipated results:

    • Uniting efforts of state administrative bodies, branch's professional associations and public organizations towards Ukraine's economy construction drive;
    • Improvement of the consumers' rights protection system and raising their health safety and security protection level;
    • Prevention of the low-quality, hazardous and falsified products distribution in Ukraine;
    • Carrying out joint actions on standardization, quality and safety of products control.


  5. Ñreation of Baking Industry's Information Database.

    The necessary measures to be taken:

    • Establishment of Information-Analytical Department;
    • Arrangement of work on collection, processing and analysis of generalized information on the status of economic activities of the AUBA member-enterprises, the raw-materials market, materials and finished products.


    Anticipated results:

    • Liquidation of information field's dissociation as regards baking enterprises;
    • Availability of standing on-line and objective information on the main indices of enterprises' activities, raw-materials markets, materials and finished products;
    • Ability to use this information while preparing documents, asserting interests at state bodies, carrying out the necessary calculations, or while organizing public relations actions (press-conferences, round-table discussions, seminars, official appearances, etc.).


  6. Development of AUBA Personnel Program.

    The necessary measures to be taken:

    • Establishment of the Department on training, re-training, recruiting and placement of personnel;
    • Development of the personnel database;
    • Development of the baking industry's peopleware supply program;
    • Development of qualification characteristics, specialists' training and re-training programs for baking enterprises, and get them approved.


    Anticipated results:

    • The personnel's vacuum minimization;
    • Raising qualification and professional level of the personnel.
    Association's participation in Commissions under the Ministry of Education and Science of Ukraine will present a possibility to effectively and qualitatively assert the interests of baking enterprises in training and re-training the personnel, as well as in their subsequent rational placement for job.

  7. Organization of the AUBA Member-Enterprises' Economic and Legal Support.

    The necessary measures to be taken:

    • Introduction of special company's consulting services being rendered on permanent basis;
    • A systematic studying of the baking industry's needs.


    Anticipated results:

    • Rendering of efficient economic-legal quality and timely services.
    In addition to the aforementioned, a consulting company is supposed to be attracted to development and expertise of documents to regulate baking enterprises' activities.

  8. Organization of the AUBA Information Support.

    The necessary measures to be taken:

    • Attraction of special PR-company on contract basis;
    • Development of the logotype, slogan and the WEB-site of the AUBA.


    Anticipated results:

    • Provision for quality-professional Association's appearance on Ukraine's information space;
    • Support of the Association's initiatives in positioning baking enterprises' interests by mass media;
    • Creating the basis for subsequent promotion of the AUBA's interests.
